OpenAI ChatGPT Ads Sponsored Placements: Advertiser Tools, Transparency, and Reporting 2026
A practitioner's walkthrough of OpenAI's advertiser tools for ChatGPT sponsored placements in 2026: setup, targeting, policy review, reporting, and the gap the reports leave.
Clients who already run Google and Meta campaigns now ask whether they should test ChatGPT ads. Our answer starts with what OpenAI actually gives an advertiser, because the toolset is younger than what paid teams are used to. Below is how the advertiser side works as of 2026-10-21, based on OpenAI's help center and developer docs, and what we add on top for clients.
Getting access
Advertisers sign up at ads.openai.com. After a pilot from February to April 2026, OpenAI opened a self-serve Ads Manager Beta. The availability page lists the countries where self-serve is open, around 60 at the time of writing, including the US, UK, Canada, Australia, Japan, India, and most of the EU. Your legal entity has to be based in a supported country. If yours is not, you can create an account and wait to be notified.
Setup asks for business verification, not personal identity verification.
Campaign tools
Structure. A campaign holds the objective, budget, dates, countries, and optional platform and audience settings. Ad groups sit under it, and ads under those (Create Campaigns).
Objectives and billing. Three objectives: views, billed per thousand impressions; clicks, billed per click; and conversions, where delivery optimizes toward an event but billing stays per click or per thousand impressions. You never pay per conversion. OpenAI suggests starting click campaigns at $3 to $5 per click.
Budgets. A daily budget is an average across the week. Spend on any single day can reach twice the daily figure, and weekly spend is capped at seven times it, counted Sunday to Saturday. Paid teams used to hard daily caps should brief clients on this before launch.
Targeting. The targeting docs cover:
- Countries and regions, with exclusions.
- Platforms: iOS app, Android app, and web, where web includes mobile browsers.
- Custom audiences from hashed emails, phone numbers, or mobile ad IDs. Using one for inclusion or bid adjustments needs at least 25,000 matched users. Exclusion lists have no minimum.
- Context hints at the ad group level, up to 2,000. They describe the conversations you want to appear in. They are not exact-match keywords.
- Product feeds for catalog campaigns, which run at country level only and show multiple product cards per ad.
API. The Advertiser API covers campaigns, ad groups, ads, insights, audit logs, bulk operations, and product feeds. For agencies there is an API partner setup for managing client accounts. That matters to us: client campaigns can live in the client's own account while we operate them.
Transparency and policy review
OpenAI publishes its ad policies with a changelog. The early categories are household and consumer goods, local services, travel and entertainment, and digital products and education. Financial, health, and legal services are approved case by case for US advertisers and generally prohibited elsewhere. Political ads are not allowed. Neither are individual job or housing listings.
Review happens at three levels: the advertiser, the creative and landing page, and the placement. OpenAI says most review is automated with human oversight. In your server logs, the landing-page reviewer appears as OAI-AdsBot, and its visits are not billable clicks.
For users, each ad names the advertiser, is labeled as sponsored, and has an "About this ad" option explaining why it appeared (Ads in ChatGPT). OpenAI says ads do not influence answers and that advertisers cannot shape responses.
What is not public: a library of who is advertising on what. Unlike Meta and Google, OpenAI has not described a searchable ad library.
Reporting
Ads Manager reports impressions, clicks, spend, CTR, average CPC, average CPM, and conversions. Impressions, clicks, and CTR refresh roughly every 15 minutes. Spend can lag seven to eight hours (The Basics).
Conversions come from a Measurement Pixel, a server-side Conversions API, or an image tag. Attribution defaults to 30 days after a click and 1 day after a view, adjustable to 7, 14, or 30 days for clicks and 0 or 1 day for views. Reports break down by country and device (reporting docs). UTM parameters you add to landing URLs persist on clicks.
Two caveats we give every client. OpenAI's FAQ says there are no performance benchmarks yet across advertisers, industries, or campaign types, so nobody can tell you what a "good" CTR is. And all of this reporting is about your own ads.
The gap the reports leave
Ads Manager can tell you your ad earned clicks on conversations about, say, project management software. It cannot tell you what the answer above your ad said. Did ChatGPT recommend you, a competitor, or nobody? Which pages did it cite? Which competitors were also buying placements on that conversation?
That context decides whether the spend makes sense. Paying for a slot under an answer that already recommends you is a different bet from paying to be seen under an answer that recommends your rival.
We fill that gap with Promptwatch, the platform we run client programs on. Prompt tracking shows how the client appears in organic answers, with citations and sentiment. Ads Radar captures the sponsored placements on those same prompts in ChatGPT Search, Google AI Overviews, and Google AI Mode, with advertiser, copy, target URL, and the triggering prompt (Ads Radar docs). Visitor analytics shows what AI-referred traffic did on the site, which we keep separate from paid clicks by giving ad URLs their own UTM campaign.
Ads Radar is on the Business plan ($579/mo) and all agency plans (from $199/mo), not on Essential or Professional, per llms.txt on 2026-10-21.
Our recommendation
Run a small click campaign in the client's own account, with context hints that describe the conversations already sending converting organic AI traffic. Measure it with OpenAI's tools. Watch the organic answer and competitor placements alongside it. After a month you will know whether the ad is buying new attention or paying for space the client could hold organically.
